The predecessor of the school of economics and management of Chang'an university can be traced back to the Department of transportation management of Xi'an Highway University, which was established in March 1981. At that time, there were two majors, namely, highway transportation management (which was granted the right to enroll undergraduate students in 1963 and formally enrolled undergraduates in 1965) and highway transportation financial accounting (undergraduate students were recruited since 1978). In May 1986, the former Department of transportation and management of Xi'an Highway University was divided into the Department of management engineering and the Department of economics. The Department of management engineering set up the major of highway transportation management, and the Department of economics set up two majors: transportation finance and accounting, transportation planning and statistics. In 1989, they were renamed accounting and statistics. In 1986, the Department of management engineering began to recruit junior college classes of highway engineering management specialty, and in 1996 it was changed to enroll undergraduate engineering management major. In 1998, the highway transportation management was renamed as the major of transportation.

In May 1995, Xi'an Highway college was renamed Xi'an Highway Jiaotong University. In July 1998, the Department of management engineering and the Department of economics merged to establish the school of economics and management of Xi'an Highway Jiaotong University. It has four majors, namely transportation, engineering management, accounting and statistics. After the merger of the three universities in April 2000, the Department of economics and management of the former Xi'an Institute of engineering was merged in December 2000 to establish the school of economics and management of Chang'an University. The school of highway engineering management is under the original management. In May 2003, the college was renamed School of economics and management. In 2000, the college set up two undergraduate majors: Business Administration, information management and information system. In 2002, two undergraduate majors, logistics management and e-commerce, were added. In 2003, a new undergraduate major in international economics and trade was added. In 2008, with the approval of the Ministry of education, the college enrolled undergraduate students in the major of financial management. In 2016, the University transferred engineering management, tourism management and marketing majors to the school of economics and management.

In 1984, the school of economics and management was granted the right to grant master's degree in transportation management engineering. In 1984, it began to recruit master's degree in Transportation Management Engineering (renamed transportation planning and management in 1998).
